Comrade Smolyaninov:

The question of commodity exchangeis the most important one. You are to give it top priority.

In particular:

1) find Prodovolstvennaya Gazeta No. 97 and include in this file;

2) propose that the Central Uniono/ Consumers’ Societies should amplify thesedata of Khinchuk’s and print them;

3) send me what has been printed, stepping up the printing;

4) insert an item in Ekonomicheskaya Zhizngiving all manner of encouragement to the collectionand publication of factualdata on the commodity exchange (the quantities, or the equivalentsof some quantities).
